Gradually, a patchwork of state laws sprung up to offer consumers some protection. Unfortunately, there was no uniformity governing prepaid card’s expiration date, fees, and redemption, which left both consumers and retailers confused. Nevertheless, as of today, August 22, 2010, the federal gift card law set forth in Credit Card Accountability Responsibility and Disclosure Act of 2009 goes into effect. Most of these websites either charge a fee or offer to purchase your gift card at a deep discount. However, Craigslist.org is a FREE option for selling gift cards at a good price if you are willing to put some time and legwork into it.

If you are not familiar with Craigslist, then think of it as a large online bulletin board with millions of classified ads. US Federal Gift Card Disclosure Deadline Extended

HR 5502 amends federal gift card provisionsCongress passed the ECO-Gift CARD Act (H.R. 5502) on July 13, 2010 as part of the financial reform bill. President Obama signed the financial reform bill into law on July 21, 2010. What does this mean for consumers and retailers? The act would only extend the deadline for retailers to implement the gift card disclosure provisions specified in the CARD Act of 2009 from August 22, 2010 out to January 31, 2011. Federal Gift Card Law Explained in Simple Terms

National gift certificate regulationOn May 22, 2009, the Credit Card Accountability, Responsibility, and Disclosure (CARD) Act of 2009 was signed into law with a provision that amends the Electronic Funds Transfer Act with federal regulations governing gift card fees, expiration date, and relations to state laws. One year later, consumers are still confused about what protections and rights are provided by the new law. The biggest confusion pertains to when the federal gift card provisions goes into effect.
